adobe CS3 background?

I know this sounds noobish, but do any of you know where I can customize a background for example. Where the tool is? Make shaders, bubble marks, or some shit like that on backgrounds?

Yeah, it's in the filter section, with all the meshes and stuff.

Yea it is best to start from scrap like i did and i have only been doing it for half a day but yea i see as more easy to start from scrap
